Countries with a licence exchange agreement

Spain holds bilateral exchange agreements with around thirty countries. If your licence was issued in one of them and you are resident in Spain, you can exchange it without sitting the tests again, unless your licence covers lorry or bus categories. If your country is not on the list, no exchange is possible.

The list is maintained by the DGT and changes when agreements are signed or revised. Before starting, open the official country table: besides the country it states which tests apply in each case and which fee is charged.

EU licences follow a different route

Licences issued in the European Union and the EEA do not go through the non-EU exchange. The DGT states plainly that no examination is required for EU and EEA licences. Depending on the case, what applies is registration, renewal or replacement in the Spanish register, and a voluntary exchange also exists.

If you hold a Romanian, Bulgarian, Italian or German licence, that is the procedure you are looking for.

Which categories need tests

For most countries with an agreement, motorcycle and car licences are exchanged without tests. Lorry and bus licences normally require a specific theory test and a driving test, which changes the applicable fee from 2.3 to 2.1.
